There are currently no viable options that adequately address the demands of people with multiple sclerosis (PMM). Pre-Commercial Procurement (PCP) is a viable technique to public procurement of R&D services when there are no near-to-market solutions.

The PCP can weigh the benefits and drawbacks of competing ideas and de-risk the most promising innovations step by step through solution design, prototyping, development, and first product testing.
